Throwphone has become a generic term for a piece of equipment used by law enforcement agencies. The system is used during negotiations with a barricaded subject. The system pictured above takes the place of an actual phone and provides several advantages. A phone depends on the willingness of the barricaded subject to pick up the phone and talk. If the subject refuses to use the phone you may not be able to communicate with them. Not picking up the phone requires you (the negotiator) to use a megaphone to speak to the subject (and everyone else within a block) and requires the subject to yell his responses to you. The system pictured above solves the problem. Instead of throwing in a phone the TCU system uses a sensitive speaker/microphone. The subject is not required to participate in using the equipment in anyway. If he speaks you hear him. If you speak he will hear you. If he walks away from the speaker you can still hear him. Unlike a phone, if a hostage is present, the hostage can hear you and you can hear the hostage.
